The Contract Manager will be part of a transition team dedicated to successfully implementing the government's commitment to improving school cleaning services. These improvements will strengthen and enhance workplace conditions for Victorian school cleaners and deliver stronger processes and quality of the cleaning model used in metropolitan government schools. Within the Facilities Branch, the Contract Manager will be part of a flexible and high-performing School Cleaning Unit (SCU) Transition Team. The SCU is pivotal in supporting all Victorian Government Schools in managing their school cleaning operations.

About the Division 

The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s.

The VSBA delivers on three key priorities:


  • to build and expand the schools and early childhood services Victoria needs for its rapidly growing population


  • to reform how we maintain and modernise school buildings and grounds


  • to engage local communities, giving them more say and keeping them better informed about new schools andmajor upgrades.

The Asset Management Division is responsible for setting VSBA's strategic asset direction, developing and implementing programs addressing accessibility, including accommodation initiatives, and building school capacity to manage assets.

The School Cleaning Unit (SCU) in the Facilities Branch is responsible for supporting all Victorian Government Schools with the delivery of School Cleaning arrangements. This includes the delivery of an area-based cleaning model in Melbourne metropolitan schools and a strengthened compliance and monitoring framework for regional schools.

About the Role

To be successful in this role, you will

  • Effectively support the Department in successfully implementing the government commitment to a range of improvements to school cleaning services that will strengthen and enhance workplace conditions for Victorian school cleaners and deliver stronger processes and quality of the cleaning model used in metropolitan government schools.
  • Take responsibility for managing commercial contracts, ensuring strict adherence to contractual terms, as well as Departmental processes and policies.
  • Coordinate a high volume of correspondence, briefings, and meetings. Actively engage in issue resolution, process design and improvement. Liaise with the Minister's office and other government agencies and coordinate administrative tasks to ensure efficient operations.
  • Manage the performance of metropolitan cleaning service providers against their Mobilisation Plans. Prepare detailed reports and recommend strategies for enhancing contract performance to the Senior Project Manager of the School Cleaning Unit
  • Establish and maintain effective relationships with service providers to manage risks and resolve issues impacting service delivery. This may include managing sensitive negotiations with competing priorities.
  • Build confidence and assurance among key stakeholders, including schools, representative groups, and the public, regarding implementing school cleaning program objectives.
  • Contribute actively to reviewing and improving existing processes and developing new ones aligned with the School Cleaning Unit's goals.
  • Provide comprehensive support to the School Cleaning Unit on all matters related to school cleaning, ensuring alignment with overarching objectives and commitments.
  • Provide support to regional schools and regional cleaning service providers to ensure compliance with the contracts and Department processes and policies.
  • Serve as the primary point of contact for addressing issues raised by schools, service providers, and internal stakeholders, including SCU Project Officers. Regular travel is expected and will also include work outside of normal business hours.

Role-specific requirements:

  • A valid Driver's License.
  • A valid Working with Children Check (WWCC).
  • This position requires participation in evening and/or weekend work, including regular travel.
  • During any emergency, you may be required to work outside typical business hours.

Capabilities

Do you have expertise in contract management, effective communication, and strong stakeholder management? You must be able to establish and maintain effective relationships with stakeholders to mitigate risks and quickly resolve issues. Your collaborative skills and commitment to continuously improving the processes and procedures of the School Cleaning Unit, along with a strong customer focus, will be essential for success in this role. Fostering team development and effective people management are also crucial.

Desirable Qualifications and Experience

  • Relevant tertiary qualifications
  • Considerable/demonstrated experience in a similar role within the government
  • Demonstrated technical knowledge and experience in facilities management – soft services – cleaning
  • Demonstrated knowledge and experience working within schools and/or education environments
  • Demonstrated knowledge and experience working within a government environment
