Service Victoria is an Administrative Office within the Department of Premier & Cabinet charged with simplifying, improving and modernising essential government transactions and delivering customer service.   We are working hard to deliver a customer service system around what Victorians want and need, rather than what works for government. We know people want easier access to government transactions, including online options.  We are in our third year of operational service and have served millions of customers.  Their feedback has been overwhelmingly positive with satisfaction rated at around 96 percent.   We are a customer-centric organisation with functional expertise in customer experience, product development, public policy, agile delivery, information technology, service management and corporate governance.   We have a mature digital services platform of contemporary cloud-based infrastructure, technical architecture and scalable and reusable common capabilities, with real-time integration into agency legacy systems.  

An exciting opportunity is available for a Delivery Lead with Service Victoria. 

We're looking for an experience people leader with deep technical experience in web application development to lead a team of technical specialists working on a range of projects. 

As a modern, outcomes driven technology organisation, Service Victoria is embracing remote first for all roles. 

Service Victoria is continuing to hire with all interviewing and on-boarding done virtually due to COVID-19. All new and existing Service Victoria team members will continue to work from home until it's safe to return to our office. When our office re-opens, this role will have the option to work from the office or remotely from home. 

What a Delivery Lead does at Service Victoria: 

  • First and foremost, you're a people leader: you will have line management responsibility for a small team (typically between 4 and 6 people) of technology specialists, mostly software engineers, in a cross functional team. 

  • You'll enjoy mentoring and coaching, working closely with your team to identify skill gaps, establish professional development plans and conduct regular performance reviews (both formal and informal) 

  • You'll enjoy having positive impacts on culture, and work to build engagement and motivation within your team 

  • Working closely with the Product team, you'll help develop the product roadmap, prioritise deliverables and contribute to effort estimations to help plan the delivery schedule 

  • Contribute to release planning for your team's projects both web and mobile platforms 

  • As part of the wider engineering leadership group, you'll represent your team, keeping the group up to date with your team's progress towards quarterly objectives, identify and manage risks and help remove blockers for other teams 

  • With a deep technical background, you'll provide expert advice and thought leadership on technical design, implementation and architecture choices, ensuring they align to Service Victoria standards and strategies 

  • Contributes to the team's deliverables in a hands-on way by writing and reviewing code, contributing to design and architecture, writing and editing documentation and helping respond to unplanned incidents and outages 

  • Participates in a 24/7 on-call roster for responding to incidents out of hours (our teams own the software the build and are responsible for supporting its operability) 

On your first day you'll have: 

  • Demonstrated experiencing leading, mentoring and coaching a team of technical specialists, directly or indirectly, and embedding a culture of continuous improvement 

  • Practical experience of agile software delivery methodologies 

  • A successful history of working within software engineering with a focus on web technology, ideally with one or more of React, Nodejs, Serverless or Spring Boot 

  • A passion for keeping up to date with the ever-changing world of software development, including both technical and non-technical advancements 

  • Excellent analytical and problem-solving skills 

  • Great communication, influencing and coaching skills with the ability to explain complex ideas and solve problems 

  • A well-developed sense of empathy for your customers, both internal and external 

Desired Qualifications  

  • Industry based accreditation such as ITIL or SAFe is highly desirable.
