Suburban Rail Loop (SRL) is an integrated transport infrastructure and precincts planning project that will deliver a 90km rail line linking every major train service from the Frankston Line to the Werribee Line via Melbourne Airport, as well as investment in the suburbs, better connecting Victorians to jobs, retail, education, health services and each other. Suburban Rail Loop Authority (SRLA) is the statutory body established to plan all elements of the project, procure builders, develop structure planning for SRL Precincts and oversee construction and the other changes that will help transform Melbourne and Victoria.

About the opportunity

Reporting to the Director, Project Controls, you will play a pivotal role in:

  • Leading and managing the Project Controls function across multiple Work Packages, ensuring successful delivery within the specified scope, time and budget through effective direction of planning and scheduling, cost planning, cost control and risk management functions.

  • Providing authoritative and timely strategic advice and response to the Package Directors, Project Controls Director, Executive General Managers, Chief Executive Officer and other senior stakeholders in government, on project cost, risk, schedule and change management including highly sensitive issues.

  • Leading and supporting the project team in establishing and maintaining effective project control systems and procedures, incorporating project control requirements into tender documentation, conducting detailed reviews of tender and contractor schedules, costs and risks to make informed recommendations using best practice techniques throughout the project.

  • Overseeing and implementing the Change Management procedure, ensuring all changes comply with Suburban Rail Loop Authority governance and Work Package requirements efficiently and promptly to achieve value for money and optimal project outcomes.

  • Providing accurate and timely reporting to meet the needs of the delivery team and consolidate into the wider Suburban Rail Loop Authority program reports, advising senior management on matters arising and recommending improvements and mitigating actions.

This is a 5-year fixed term, full-time role. You will work in a hybrid work model with access to a range of flexible working arrangements.

About you

  • Extensive experience in the Project Controls domain, working on large-scale civil infrastructure projects in senior roles

  • Proficiency in interpersonal and communication skills, with a proven ability to foster and manage effective relationships across all organisational levels, including engaging with senior leadership on complex issues

  • Exceptional analytical skills to comprehend and solve complex, technical issues, offering clear, authoritative and effective advice to senior decision makers

  • Ability to lead multidisciplinary teams with a track record of success in people management

  • Strong organisational skills with the capability to navigate tight and often conflicting deadlines

  • Expertise in integrating project reporting processes, encompassing the aggregation of all inputs to fulfill external and internal monthly reporting requirements

  • A Bachelor’s degree in Engineering, Business, Project Management or a relevant discipline

  • Expertise and/or experience using project controls systems, namely EcoSys™ (Hexagon), Power BI and Oracle software including Primavera P6 (desirable)
