As a LOOKOUT Early Childhood Learning Advisor you will:   •work with early childhood services, in particular kindergartens, to ensure that children are effectively supported to transition to school
  •ensure consistency of support and sharing of information about children in OoHC during transitions between early childhood services and to primary school
  •provide support for children with complex needs resulting from trauma, as part of a multi-disciplinary team
  •raise awareness and advocate for the importance of early childhood education and care amongst stakeholders, particularly child protection practitioners, carers and community sector organisations

LOOKOUT Education Support Centres (LOOKOUT Centres) were introduced in 2017 to build the capacity of all schools, Child Protection Practitioners (CPP) and OoHC services to improve educational outcomes for children and young people in OoHC. LOOKOUT Centres operate in each of the Department's four regions. Each regional LOOKOUT Centre is led by an experienced school principal and is staffed by a team of education specialists, allied health professionals, Koorie Cultural Advisors and administration officers.

In 2019 a statewide two-year pilot to expand the LOOKOUT Centres into the early childhood sector was established to improve the participation of children in OoHC in early childhood education and care services and better support transition to school. In 2020 the Early Childhood LOOKOUT program was funded for another two years and expanded to meet additional demand as a result of coronavirus (COVID-19) and to intervene earlier with children that may be placed in out of home care.  To this end the LOOKOUT support will be extended to children subject of Family Preservation Orders. 

LOOKOUT Centres:


  •  support compliance with the roles and responsibilities of the OoHC Education Commitment: Partnering Agreement and the Early Childhood Agreement for Children in OoHC;


  •  provide advice about effective enrolment, engagement, educational achievement, case planning, transitions and education retention of children and young people in OoHC;


  •  capability building for education staff to support and meet the educational and socio-emotional needs of children and young people in OoHC;


  •  draw on DET Area and Regional teams to provide resources, interventions and supports to schools and Early Childhood Education and Care (ECEC) services to support individual children and young people;


  •  Connect children in OoHC with two years of kindergarten and support their transition to school.

Through the expansion, LOOKOUT Early Childhood Learning Advisors will be responsible for working across their region to support children in OoHC and on Family Preservation Orders (FPO) to engage and participate in quality early childhood education and care services. They will also support transition to school and play a key role in the Early Childhood Agreement for Children in OoHC.
