The VIFM is seeking to appoint a dynamic leader to transform the DTBV through growth in production, distribution and revenue from the supply of tissue grafts. The successful candidate will be expected to develop and nurture a culture of service excellence and innovation, to enhance the position of DTBV in the supply of tissue grafts to the health sector, and to maintain the TGA Licence under the TGA cGMP - Human Blood and Blood Components, Human Tissues and Human Cellular Therapies.

About us

The DTBV was established to provide a central facility for the acquisition, processing, storage, and distribution of tissue for transplantation. It is one of four service delivery units of the Victorian Institute of Forensic Medicine (VIFM).

The DTBV has a statutory basis in the VIFM Act 1985 and is the only multi tissue banking facility in Australia. It retrieves, processes, stores, and distributes cardiac, skin, and musculoskeletal tissue for transplantation to patients in Victoria and beyond. The source of the transplant tissue is largely from deceased persons whose deaths fall under the Coroners Act 2008 and whose families have consented to donation. The DTBV is also a central facility for a living donor bone banking program involving donations from patients undergoing surgery at approximately 30 hospitals.

The DTBV is a Therapeutic Goods Administration (TGA) licensed facility. The licence includes the microbiology section of the DTBV which is also NATA accredited for medical testing. It is subject to regular audits by the Quality Management section of the VIFM as well as the TGA.

About the role

The Head of Service, DTBV is a significant leadership position. In discharging your responsibilities, this role manages a team of scientific, technical, administrative, and nursing staff.

A key focus is the management of external relationships, such as with various public and private hospitals, the Coroners Court of Victoria, the Australian Red Cross Blood Service, Donate Life, the Australasian Tissue and Bio-therapeutics Forum, the Australian Organ and Tissue Donation and Transplantation Authority and medical device and tissue sales agents.

You will report to the Director of VIFM while also having a close working relationship with the Chief Operating Officer, VIFM, on matters of operational and commercial management, and is a member of the VIFM's Executive Team with co-responsibility to contribute to the VIFM's overall strategic direction, progress, and performance. You will represent the DTBV/VIFM at state, national and international organ, and tissue sector forums.

In the role, you will also be accountable for:

  • Leading and transforming the DTBV through growth in production, distribution, and revenue from the supply of tissue grafts to hospitals and surgeons.
  • Building a culture of service excellence and innovation to enhance the position of DTBV in the supply of tissue grafts to the health sector.
  • Maintaining the TGA Licence under the TGA cGMP - Human Blood and Blood Components, Human Tissues and Human Cellular Therapies.
  • Increasing donor numbers to underpin long term sustainability.

About you

As our ideal candidate, you will have:

  • A relevant science-related tertiary qualification.
  • Demonstrated people and organisational leadership and management skills, evidenced by communication skills, interpersonal and problem-solving skills, and the demonstrated ability to negotiate, influence and work effectively with a wide range of people and organisations within and outside the VIFM/DTBV.
  • A post-graduate qualification in business management, or extensive experience in management of an enterprise in the medical, paramedical or biotechnology field with commercial responsibilities.
  • Extensive experience in tissue banking, or medical device development and commercialisation, or tissue graft utilisation, in a leadership role.
  • A very well-developed working knowledge of the application of manufacturing and laboratory practice licensing and/or accreditation requirements in a health care context.
  • A history of success in the development and implementation of strategic and business plan projects.
  • Well-developed understanding of the ethical and legal framework supporting organ and tissue donation with a demonstrated capacity to apply this to the operational aspects of the services provided by DTBV.
  • Experience in a commercial management role in an Australian health products or services organisation, with customers in the public and private hospital sector (Desirable)
