The Department of Justice and Community Safety (the department) is seeking an ICN Technical Change Manager to provide a critical role within Emergency Management Technology and Data

About the Business Unit

EM Technology and Data EMT&D is responsible for both national and state technology platforms that enable communications to and from the community, sector operational communications and sector information systems. The EM Technology business unit is responsible for delivering the following the key functions of: Strategy & Enterprise Architecture; Investment Planning; Support & Development; Procurement & Program Delivery and Vendor & Contract Management.

 About the Role

Responsible for managing the lifecycle of all changes to IT systems and infrastructure, ensuring changes are made in a controlled and authorized manner with minimal disruption to the business. This includes overseeing the Configuration Management process to ensure accurate tracking and management of configuration items (CIs) within the CMDB. Some of your duties will include:

  • Establish and actively manage the EMT&D Change & Configuration Management function by creating, implementing, and regularly updating associated processes and procedures for both change and configuration management.
  • Manage all EMT&D Change Advisory Boards (CAB) and Change Review Boards (CRB), ensuring their effective operation and adherence to applicable terms of reference for both change and configuration.
  • Lead cross-functional teams to ensure changes and configurations have the necessary attributes for implementation approval and successful completion. This includes ensuring changes and configurations have proper implementation plans, resource allocation, timelines, risk and impact assessments, quorum approvals, communication plans, valid testing results, and successful completion criteria for User Acceptance Testing (UAT), Post Validation Testing (PVT), and Test Validation Testing (TVT).

About you

To be successful in this role, you will have:

Technical Expertise:

  • Proven experience in establishing and enhancing ITIL and SIAM-based Change and Configuration Management processes within large, complex environments.
  • Extensive experience leading enterprise-wide change and configuration management functions in organizations with a mix of outsourced service providers, delivering critical services to both public and internal/external emergency service organizations.
  • Exceptional communication, negotiation, and collaboration skills, adept at working with diverse internal and external groups. Highly adaptable, with the ability to manage competing priorities and contribute effectively to team efforts.

 Qualifications:

  • Significant demonstrated experience in successfully leading change programs with diverse, multidisciplinary teams, and delivering services to a high standard to meet change management, project delivery and business performance criteria.
  • Recognised degree in Information Technology or other relevant discipline, and/or Change Management.
  • Highly advanced change management leadership within a highly complex stakeholder environment.
