Emergency Management Victoria (EMV) leads emergency management in Victoria by working with government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies. EMV is a statutory entity and is part of the Department of Justice & Community Safety (the Department). The Department, through the Secretary, employs EMV staff and provides corporate functions to EMV. EMV is led jointly by the Chief Executive (CE) and the Emergency Management Commissioner (EMC).

Lead Planning Officer

  • Engaging role coordinating state-level operational planning
  • Shift Work (24 x 7 rotating shifts)
  • VPS5, Full-time, Fixed Term until June 2022

Reporting to the Manager Operational Planning, the Lead Planning Officer will provide strategic support to the State Control Team and other decision makers. Whilst supporting the Manager Operational Planning with advice and support to strategic planning, planning doctrine reviews and other projects, you will provide support to and integrate with other State Control Centre functions whilst supporting and integrating assurance & learning.

Key accountabilities include:

  • Ensuring the State Control Team has the appropriate level of support, in assessing the operational risks of current and emerging state emergencies, and developing objectives, priorities and mitigation strategies.
  • Managing a small team of shift work-based employees to provide 365-day services, as well as coordinating the capabilities and response roles of a specialist surge workforce to deliver state operational planning
  • Coordinating effective state-level operational planning for readiness, emergency co-ordination and response, and support to recovery planning processes.
  • Researching and developing continuous improvement materials based on learnings from across a range of incidents and scenarios that inform plans and support decision making. 

To be successful you will have:

  • Demonstrated ability to provide strategic advice to both peer and executive audiences.
  • Demonstrated understanding of operational planning practices and operational improvement mechanisms. 
  • An understanding of Victoria's emergency management arrangements.
