The Department of Justice and Community Safety (the department) is seeking a Manager, Infringement Review Office to provide a critical role in the Industry Engagement and Enforcement Operation (IEEO).

About the business unit

Forming part of the department's COVID-19 response, the IEEO is responsible for engaging with all Victorian industries and business where there is a high risk of exposure to COVID-19.

IEEO supports industries to ensure their operations are COVID safe and achieve a high level of compliance with public health directions issued by the Chief Health Officer under the Public Health and Wellbeing Act 2008. IEEO coordinates enforcement and compliance activities for industries.

The Policy, Planning and Governance Unit within IEEO is responsible for driving policy and planning activities relevant to IEEO's enforcement activities. This includes strategic and operational policy advice, Cabinet and Ministerial briefings, development of policies and procedure and undertaking necessary engagement with IEEO partner agencies and key stakeholders.

The Infringement Review Office (IRO) within the Policy, Planning and Governance Unit is responsible for assessing and responding to requests for review and prosecution of infringement related matters and providing general support for the IEEO infringement cycle. The manager IRO will lead a team in these matters, ensuring regulatory compliance and best practice.

You may be required to work flexible hours including weekends and public holidays, and attend to urgent work as required. Appropriate remuneration will be applied for the above in accordance with the Victorian Public Service Enterprise Agreement 2020.


About the role

Some of your duties will include:

  • Lead a team in the management of assessing and responding to requests for review and prosecution of IEEO infringement related matters.
  • Support broader IEEO enforcement function, including assessing and processing reports of non-compliance, client services functions (enquiries and payments), and related matters.
  • Provide support and guidance to the Director, Strategic Positioning, and other IEEO Executives, on all matters associated with compliance operations within the branch.

About you

To be successful in this role, you will have:

  • Demonstrated experience in managing complex and high-volume compliance activity and ensuring supporting documentation meets legislative requirements. 
  • Experience in leading an operational area (including review and prosecutions of matters) in a regulatory environment and dealing with highly sensitive issues.
  • Highly developed analytical skills with demonstrated experience in the preparation and delivery of reports, briefs, and other materials regarding complex and sensitive matters.
  • Demonstrated ability to make rational and sound decisions based on a consideration of the evidence at hand, whilst complying with governing legislation and other relevant regulatory requirements. Makes sound decisions, sometimes with incomplete information. Makes quick decisions where required and commits to a definite course of action.


  • A relevant qualification and/or experience is highly desirable.
