About the Role

This is a Fixed Term Position until Friday the 3rd April 2026

The Manager will manage people and projects to deliver a range of government land transactions (e.g. compulsory acquisitions, negotiation of leases/licences, purchases, temporary occupations, underground strata divestments, Planning and Environment Act claims, property management and sales) for our clients which include the Department’s Groups, Westgate Tunnel Project, Level Crossing Removal Project, North East Link Project, Major Roads Project Victoria and Suburban Rail Loop Authority.

Position Outcomes / Accountabilities 

  • Leadership - has provided effective leadership, management and motivation to personnel. A positive work environment exists, with clear performance expectations. Staff are engaged with high levels of cohesion and commitment and are delivering on the services required. 
  • Effective Delivery of Projects – has effectively planned, monitored and delivered assigned projects through the entire project lifecycle, either individually or with the support of other project specialists, to ensure that the project objectives, key milestones and quality outcomes are achieved. This includes planning and managing resources and measuring and reporting on project performance using appropriate systems, tools and techniques. 
  • Technical Advice – has provided considered advice in relation to government land transactions, processes and projects in accordance with established policies and procedures, and developed responses where defined policy and procedures do not exist, including assisting developing and implementing new whole of DoT land clearance policy and frameworks. 
  • Stakeholder Management – has developed and maintained strong relationships with relevant internal and external stakeholders resulting in high levels of trust and stakeholder satisfaction. 
  • Innovation and Continuous Improvement – has actively identified and actioned opportunities for improvements in divisional processes, policies, standards and operations. 
  • Promote and support safe, inclusive and flexible team operations. 


Key Selection Criteria 

The Department of Transport and Planning seeks an experienced professional to lead as the Manager - Land Acquisition. This pivotal role involves managing government land transactions, including negotiations, acquisitions, property management, and sales. A firm understanding of policy compliance, statutory obligations, and risk management in project delivery is essential.

Knowledge of the Victorian Government Land Transactions Policy, the Major Transport Projects Facilitation Act 2009, the Planning and Environment Act, and the Land Acquisition and Compensation Act 1986 is highly desirable. Alternatively, candidates with a strong background in comparable environments with rigorous compliance frameworks are encouraged to apply.
