The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.  

About the role 

As part of the People & Culture leadership team, this position oversees all Learning and Development (L&D) activities for DGS and its serviced departments. The Manager, Learning and Development will demonstrate a sound understanding of contemporary developments in employee development, training and coaching including the development of tailored training solutions to meet business needs.

The Manager, Learning and Development is responsible for the development and deployment of high quality corporate learning and development activities such as Executive Leadership programs, management of the Learning Management Systems and corporate induction programs for DGS and its serviced departments, the development of a capability framework and its application in learning and development. In addition to the various learning and development projects, the Manager L&D provides high level consulting to executives in relation to learning and development activities. The Manager L&D is also responsible for the performance and development plan cycle, particularly as it relates to goal setting, development and feedback.

About you 

To be considered for the role, you must be able to demonstrate: 

  • Experience in delivering high quality learning programs, executive development initiatives and ability to adapt and apply knowledge and skills to deliver best-fit, tailored solutions in a complex workplace environment.
  • Ability to effectively influence and negotiate with senior executives and provide succinct and clear expert advice to stakeholders on a range of learning and development initiatives using a range of strategies to engage and communicate.
  • Strong interpersonal, representational and communication skills, including the ability to influence and negotiate effectively at all levels, strong written communication and a proven capacity to develop effective relationships with a range of stakeholders from different backgrounds.
