About the role:

Reporting to the Team Leader, Development Licences, the Permissioning Officer is a member of a team responsible for implementing EPA’s permissioning framework. You will assess applications and issue development licences, issue designations, and assess and determine complex emergency discharge applications under the Environment Protection Act 2017, aligned to EPA’s strategic priorities to prevent harm to Victorian communities and the environment from pollution and waste. 

This is an exciting role for a regulator that wants to contribute to the success of the EPA as it enters a new era of environmental protection in Victoria.  Working under the direction of the Team Leader, Approvals, you will actively contribute to a positive organisational culture and achieve the highest standards of performance and integrity; fostering genuine partnerships across all levels of government, industry, and community to deliver organisational outcomes.

 

In this role you will:

  • Working under the direction of the Team Leader, Development Licences,  support the implementation of EPA’s permissioning framework to ensure that scheduled activities, infrastructure, and other development projects are appropriately authorised under the Environment Protection Act 2017, including that proponents understand and minimise or eliminate risks of harm to communities and the environment from pollution and waste.
  • In consultation with Science Division, Operations Division and Legal Branch, assess and issue development licences that authorise capital works and the commissioning of a plant or premises, ensuring that licence conditions set appropriate controls in preventing harm to communities and the environment from pollution and waste; support the facilitation of conferences of interested persons as required for development licence applications.
  • Support continuous improvement in EPA’s permissioning function, including the review and updating of permissioning processes, policies, and procedures; establishment of learning and development materials; analysis and reporting on performance.
  • As required based on prioritised demand, issue operating licences and pilot project licences; issue permits; and appoint accredited consignors; support the periodic review of licences and the development and maintenance of EPA’ s condition library for permissions.

 

Skills and experience:

  • Experience in permissioning, preferably within Government.
  • Knowledge of development assessment and approval processes, and the translation of policy and guidance into practical application.
  • Ability to apply relevant government legislation, regulations, reporting directives and procedures, to achieve optimal organisational outcomes.
  • A proven record of achievement in a similar role which contributes to organisational excellence, high standards of performance and a positive organisational culture.
