About us

COVID-19 Quarantine Victoria (CQV) is responsible for Victoria's COVID-19 Accommodation response, including:

  • Mandatory quarantine for returned overseas travellers
  • Emergency Accommodation for people that cannot safely isolate/quarantine in their accommodation.

The Victorian Chief Health Officer has mandated that all returning overseas travellers arriving in Victoria must go into mandatory quarantine for 14 days from the day of their arrival to help prevent the spread of coronavirus (COVID-19).

In addition, CQV is responsible for the operation of Victoria's Emergency Accommodation program for community members and their close contacts who have tested positive for COVID-19 and where an assessment has concluded that there are no other suitable alternative accommodation options for self-isolation.

Infection control and prevention is the primary objective of the mandatory quarantine and emergency accommodation programs.

About the role

The Office of the General Counsel (OGC) is responsible for the providing in-house legal advice across CQV and to the Minister for Police and Emergency Services, as the responsible Minister for Victoria's COVID-19 Accommodation response.

The Corporate team in OGC leads the delivery of legal services on commercial transactions and projects for CQV.

Reporting to the General Counsel and/or Deputy General Counsel, the successful candidate will lead the Corporate legal work in the Office. This may include supervising junior lawyers and holding the key relationships with CQV's procurement team and external lawyers.

The successful candidate must possess a proven ability to provide sophisticated, authoritative, and concise advice on complex legal matters arising in the operation of government in commercial transactions and projects. This will include complex commercial, infrastructure and project related transactions, at a senior level. The candidate will also have ability to work across the broader OGC team, including matters outside the Corporate team.

This role also includes:

  • Undertake legal research and analysis on complex legal matters with outstanding commercial and drafting skills.
  • Manage the preparation of legal documentation including the negotiation of and drafting of supplier contracts, contract variations, operational instructions, and Memorandums of Understanding.

About you

As our ideal candidate, you will have:

  • Technical legal skills with the ability to analyse complex legal issues, interpret legislation and develop accurate legal solutions with minimal supervision.
  • Experience providing legal advice at a senior level in relation to commercial transactions or projects.
  • Experience in, or knowledge of, Victorian government and Cabinet processes. Demonstrated expertise in consulting with senior leaders and managers in the delivery of key outcomes in health and safety, change management and related workplace improvement initiatives.
  • Admitted, or eligible to be admitted, to practice as a legal practitioner in Victoria.
