About the role:

The Business Support Division, Commercial Unit manages activities associated with acquiring uniform and equipment items, as well as the provision of services for metro and regional towing to support the Vehicle Impoundment Program.  This incorporates:

  • Investigating business needs, preparing tender documents, evaluating tender submissions, recommending appropriate suppliers through prescribed processes, applying governance and compliance policy, and liaising with internal and external stakeholders.
  • Managing over 120 contractual agreements with external suppliers for provision of a wide range of goods and services used by Victoria Police.

The Procurement/Contract Practitioner leads procurement projects and contributes to the preparation of new contracts, monitoring of supplier performance, as well as liaising with suppliers and other Victoria Police departments on contractual and account matters. The Procurement/Contract Practitioner will join a team of eight in the Commercial Unit and reports directly to the Commercial Unit Manager.

Your duties will include:

  • Undertaking end-to-end procurement activities of varying complexities for uniform, equipment and service processes as required.
  • Applying all applicable government policies and guidelines including those of the Victorian Government Purchasing Board (VGPB) and Victoria Police practices to all procurement activities.
  • Working with the Commercial Unit Manager to provide procurement/contract management advice to internal and external stakeholders, prospective tenderers, and staff as and when required.
  • Ensuring project timelines are maintained throughout each procurement activity assigned.
  • Contributing to the preparation of contractual documentation for new contracts and variations to existing contracts.
  • Proactively liaising with suppliers and service providers to monitor contract deliverables in line with service level agreements and to provide advice.
  • Managing and maintaining critical files and databases relating to contract information including key dates and contract deliverables to ensure obligations are met.
  • Developing and maintaining positive working relationships with external suppliers and key internal stakeholders within Victoria Police.
  • Undertaking a broad range of administrative duties as required.
  • At times you may be required to travel to meet external stakeholders.

As the successful applicant, you will have:

  • An understanding of procurement concepts and processes, value for money principles and supplier engagements preferably in a government environment.
  • Excellent communication and computer skills including the ability to write a succinct report.
  • Ability to work successfully in a team environment.
  • Demonstrated experience in the provision of contract administrative support services.
  • A passion for driving ‘value' for money outcomes and delivering contractor performance coupled with a strong commitment to our customers.
  • Strong analytical skills and a keen eye for detail.
  • Well-developed communication skills (written and oral), computer skills (including MS Office Suite) and highly developed interpersonal skills with a demonstrated ability to effectively liaise with staff at all levels including senior members of the organisation and external agencies.
  • High regard for probity, policy and due process.

  • This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
