Emergency Management Victoria (EMV) leads emergency management in Victoria by working with government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies. EMV is a statutory entity and is part of the Department of Justice & Community Safety (the Department). The Department, through the Secretary, employs EMV staff and provides corporate functions to EMV. EMV is led jointly by the Chief Executive (CE) and the Emergency Management Commissioner (EMC).

Program Officer

• Support management and delivery of the Digital Radio Upgrade Program Stage 2 (DRUP2)
• Challenging and engaging role
• VPSG 4, Full-time Fixed Term until 31 December 2023

EMV has a wonderful opportunity for an experienced and highly competent Program Officer to support the delivery of DRUP2.

Key accountabilities include:

• Support the EMV program team to manage and deliver DRUP2, including:
  • Upgrades to the Victorian Regional Mobile Radio (RMR) network for the Department, the Department of Environment, Land, Water and Planning (DELWP), Ambulance Victoria and other Victorian Emergency Service Organisations.
  • Transition of DELWP and Ambulance Victoria from the State Mobile Radio (SMR) analogue network to the RMR digital network; and
  • New digital radio terminals for Ambulance Victoria for deployment in regional Victoria.
  • Manage and track the status of all program artefacts, ensuring all stakeholders (State advisors, State vendors, DELWP, Ambulance Victoria and other State Government Departments and Emergency Service Organisations) are aware of the program artefacts that need to be developed, reviewed and approved.
  • Manage and maintain program registers (including task register, meeting action registers, issues register, decision register, change log, risk register, conflict of interest register), whilst proactively creating and implementing new systems to streamline processes as required.
  • Manage, track and report on program finances.
  • Organise and participate-in meetings, workshops, program control groups including preparation of meeting agenda, presentation material, meeting minutes and timely follow-up of action items.
  • Direct and liaise with stakeholders as required to ensure assigned tasks are completed.
  • Manage the program probity requirements, including maintaining the program probity management plan, maintain probity registers, stakeholder compliance and conflict of interest and confidentiality management.

To be successful you will have:

• Demonstrated ‘hands on' experience in supporting the management and delivery of large-scale technology projects through the full project management life cycle.
• Demonstrated experience in providing program/project support services including financial and status reporting, project administration tasks, program register (actions, risk, issues) management and maintenance.
• Proficient in management of program/project co-ordination using Microsoft Teams, Microsoft SharePoint, Microsoft Project and Microsoft 365.

Early Retirement Scheme:
