The Department of Justice and Community Safety (the department) is seeking a Project Management Adviser to provide a critical role within Corporate Services and Infrastructure.

About the Business Unit

The Corporate Services and Infrastructure group oversees and leads the key public accountability requirements of the department including finance, procurement, evidence and insights, performance reporting and risk, audit and integrity. The group also manages the governance and delivery of major infrastructure through the Community Safety Building Authority (CSBA), and the delivery of technology projects through Technology Solutions.

CSBA was established in 2019 to design, procure, build, and upgrade the infrastructure needed to keep communities safe. Providing end-to-end project management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features such as pedestrian walkway bollards and CCTV networks. As well as delivering new infrastructure, the CSBA modernises, expands, and upgrades existing facilities.

The project management branch sits within the governance and assurance business unit of CSI, providing centralised strategic support and advice across the department for project delivery activities.

Working under a matrix management model, and reporting to either a Senior Business Analyst or Principal Project Advisor, the Project Management Adviser will assist to develop and implement a common project management methodology and fit-for-purpose governance, control and reporting standards and policies, to support the effective and efficient delivery of outcomes, and provide direct project management governance and assurance services across CSI with a particular focus on CSBA other project delivery areas within CSI. They may also support implementation of other project management policy initiatives.

About the Role

The Project Management team works closely with the Business Performance and Reporting team to effectively integrate the project management framework into the Department's Project Management, Analytics and Reporting System (MARS), and with other business areas within CSI to ensure alignment of processes.

This role requires strong stakeholder management, project management and technical writing skills. Practical experience in construction or ICT project management is highly desirable.

Some of your duties will include:

  • Assist in the development and delivery of appropriate guidance, templates and tools to support project teams to deliver each step of the project lifecycle, from conceptualisation to realisation, in accordance with applicable government legislative, policy and procedural requirements.
  • Work in close collaboration with the Business Performance and Reporting team to ensure the project management framework is appropriately integrated into the Project Management Analytics and Reporting System (MARS) to support appropriate monitoring and reporting on business performance, and provide expert advice on supporting business processes and workflows. 
  • Assist in providing advice and guidance, templates and tools to project teams to support compliance with the government's High Value High Risk Guidelines and to assist in preparation for Gateway and Project Assurance Reviews.

About you

To be successful in this role, you will have:

  • Excellent knowledge of project management principles, the investment and project lifecycle, and project delivery within a government context,
  • Demonstrated practical experience in project management in the construction or IT sectors.
  • Demonstrated experience in preparing and reviewing documentation including reports, templates, project management artefacts, process maps and guidance materials for a broad range of stakeholders from senior management to project delivery staff.
  • Demonstrated experience in assisting in the development and delivery of training materials to a broad range of audiences in a variety of formats including online seminars, tutorials, workshops and manuals. 

Qualification: 

  • Formal qualifications in project management and proven practical project management experience in the construction or IT sectors are highly desirable
