Can you provide outstanding strategic financial advice to support decision makers in a fast paced and complex environment?

The Senior Advisor Financial Strategy is responsible for providing expert advice and information within the Regions, Environment, Climate Action and First Peoples (RECAFP) Group on a range of strategic budget and financial matters. This includes the development and monitoring of a multi-year forward financial plan that will inform key management decisions including annual business planning, workforce management and advice to the Minister related to the strategic use of key fund sources.

This role will work in collaboration with the Group Finance Manager as well a key contact across the Office of the Deputy Secretary, the broader group and department. The role requires outstanding financial acumen, sound communication skills that can be tailored to financial and non-financial audiences, excellent planning and organisational skills and the ability to navigate a changing organisational context in an agile and fast paced operating environment.

Specialist/Technical Expertise/Qualifications

  • Financial Planning and Analysis: Analysing financial and operational performance to provide accurate, timely and user-friendly modelling, forecasting and projections. Guides budget modelling and forecasting by utilising strategic financial information and analysis to assesses the impact of funding allocations on budget management and organisational capability and to test and support stakeholders
  • Working Collaboratively: Build a culture of collaboration across the organisation; Looks for and facilitates opportunities to collaborate with external stakeholders; Identifies and overcomes barriers to communication with internal and external stakeholders. ​
  • Strategic Planning: Guides others through the strategic planning process, creating a shared vision for the future. Has a comprehensive understanding of external and internal issues that influence the strategic direction of the organisation. Ensures that overall strategic plan cascades to operational and team planning processes and performance plans; Provides subject matter expertise and building capability of others.​
  • Political and Organisational Context: Uses strategic relationships & knowledge to predict and prepare for the impact of events on the organisation; Understands the impact of external events & changing stakeholder needs on the organisation & government; Drives a values-based organisation by holding self and organisation accountable in adhering to public sector values.​
  • Communicate with Impact: Identifies key messages & information required for decision-making; Provides high level advice on influencing and the needs of target audiences; Provides advice on the content and style appropriate to the audience 
  • Interpersonal Skills: Builds relationships at senior levels; Acts a convenor between teams and departments to build collaboration. Projects an objective view of another's positions; Uses understanding of individuals to get the best outcomes for the person & organisation.

This is a fixed term position available for a period of 12 months. The work location for this position is flexible within Victoria with hybrid work arrangements available.
