DTF is looking to fill a Senior Analyst/Senior Economist role (VPSG 5).

Service Delivery and Reform Group provides advice on health, human services, housing and housing affordability, outcomes based funding and demand forecasting.

In addition to providing advice to Government on key reform policy issues, the Service Delivery and Reform Group is responsible for implementing the Government's Partnerships Addressing Disadvantage initiative and a number of initiatives to increase affordable and social housing in Victoria, including the Social Housing Growth Fund and HomesVic Shared Equity Pilot.

Key accountabilities

  • Work both independently and as part of a team to advise on salient aspects of complex issues relating to social policy, including formulation of practical policy options;
  • Develop, lead and carry out quantitative analysis, especially related to government service delivery and infrastructure demand, to inform policy advice and development;
  • Develop policy proposals and prepare high-quality briefing materials in a timely manner;
  • Develop and maintain effective relationships with internal and external stakeholders;
  • Collaborate on whole of government projects;
  • Participate in planning and decision-making in the Group.

Key Selection Criteria

  • Proven track record of using economic and financial management principles, as well as data analysis, to formulate influential policy and budget advice;
  • Demonstrated ability in high level conceptual analysis, including an understanding of the limitations and indirect impacts arising from a given policy path;
  • Highly effective oral and written communication skills, including the use of data to provide insights;
  • Strong skills in negotiation and communication including presenting persuasive economic arguments to senior executives;
  • Demonstrated capacity to work collaboratively with team members and a range of stakeholders;

Experience and qualifications

  • Tertiary qualification in economics, econometrics or a related field.
  • Experience working in or for government, including independent agencies.
