The Victorian Government has made an in-principle decision to progress a joint venture model for VicRoads Registration & Licensing (R&L) and Custom Plates (CP). The purpose of a joint venture (JV) is to modernise a number of VicRoads services to make them more user friendly for motorists and deliver value for money for Victorians. Under the model, a JV would focus on high volume customer facing functions and transactions and the Department of Transport’s role would focus on regulation, policy and oversight. As part of the new JV, new corporate services functions and roles have been developed to support the new business to deliver these key services. New support roles have also been developed to support the state retained functions within DoT. These are being made available as part of Phase 5 of the VicRoads Modernisation Program Matching Process.

About the team

Regulatory Programs and Services (RPS) is a Division of the Department of Transport, that supports the delivery of registration and licensing and other regulatory operational services, including compliance and assurance for road transport regulation underpinning safety and productivity in Victoria.

The Division has the responsibility and oversight of managing the VicRoads Concession Deed of the joint venture partner relationship for the delivery of registration and licensing and custom plates services, managing data sharing and access of the driver and vehicle register for Victoria which includes the protection of confidential customer data on behalf of the State.


About the Opportunity

The role will provide legal advice to the Department in relation to registration and licensing functions retained by the State and on matters arising under the Concession Deed between the VicRoads joint venture partner and DoT.

About you

The skills and experience required in the position include, but are not limited to the following:

  • Demonstrated experience providing legal advice
  • Demonstrated analytical and problem-solving skills with the ability to assist in the management of strategies
  • Demonstrated abiliity to liaise effectively and work collaboratively with colleagues, managers and key stakeholders
  • Established communication, organisation and negotiation skills
  • Admitted, or eligible to be admitted, as a lawyer in Victoria
  • In-house experience, or experience in a large or medium sized law firm
  • Experience working in a government, regulator or statutory authority legal team
  • Experience advising on Victorian transport laws and operations
  • Experience with technology or in supporting technological change
