About the Role 


*This is a Fixed Term role- ending on 13th April 2025*

 

The Network Safety Plan (NSP) is a framework that will determine what the Victorian road network should look like to achieve zero deaths and serious injuries by 2050, considering both the future vehicle technology and speed. 


The NSP is a network-wide approach that will consider how the network is used from a movement and place perspective to help determine the required network end state from a safety perspective. It will also produce guidance on the safety improvements needed to get to this end state to assist in how we should invest on our road network.


The Senior Network Safety Plan Officer is responsible for being the key technical lead for work to be delivered in relation to the Network Safety Plan. The role will be responsible for:
•    Being the project lead for the development of a Victorian network safety plan and associated frameworks which support the Victorian Government and Department of Transport and Planning’s (DTP) objective of achieving zero road deaths by 2050.

 

•    Working with Safe System experts, and relevant DTP staff, to translate the Network Safety Plan into practice. Including providing advice and guidance to internal business areas on investments, policy, standards and guidelines, and practical decision-making tools to support others in aligning to the network safety plan.

•    Working collaboratively with consultants and stakeholders. Running workshops where required to understand risks, opportunities, and implications of Network Safety Planning.

Job Description

 

•    Network planning and analysis – Has delivered research, modelling and guidance to inform network safety plans. This includes the use of existing road network planning tools such as AusRAP, ANRAM, and identification and development of end-state solutions using the Safe System framework. These network plans will deliver advice and guidance to road safety action plans, speed management policy, planning frameworks (movement and place), road infrastructure projects and investment planning to support Victoria’s long term road safety strategy goals.

•    Translation to Practice - Translated Network Safety Plan research and end states into guidance documents or projects that enables achievement of outcomes required; develops clear guidance and manages risks to maximise probability of success

•    Road Safety Advice – Provided clear and specialised advice to justify road safety countermeasures and policy directions based on data analysis and embedded into well formulated plans that can be measured and monitored.  This includes through the delivery of quality briefs, products, communiques, and messaging relating to the road safety objectives in line with government protocols and processes and Network Safety Plan.

•    Stakeholder Management – Fostered and maintained strong effective relationships with key stakeholders. Ensured stakeholder issues are appropriately understood and considered as part of the development of the Network Safety Plan.

•    Continuous Improvement – Fostered innovation and continual improvement within RSV and Network Safety Plan gained from international horizon scanning, futures thinking, and insights gained from road safety evaluations. 

 

Qualifications and Experience

•    Road Safety Experience 


Role Specific Requirements
•    A tertiary qualification in engineering, or strong experience in policy related road safety fields 
•    Strong communications and negotiation skills and the ability to present complex information in a digestible form. 
•    Proven ability to develop and maintain strong partnerships with key stakeholders 
•    Experience working in development or delivery of road projects
