About the Division

The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s. 

The VSBA delivers on three key priorities:

  • To build and expand the schools and early childhood services Victoria needs for its rapidly growing population
  • To reform how we maintain and modernise school buildings and grounds
  • To engage local communities, giving them more say and keeping them better informed about new schools and major upgrades. 

The VSBA upgrades and expands existing schools and plans, designs, and builds new schools to meet enrolment demand. We also support schools in maintaining their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.

The Asset Management Division is responsible for setting VSBA's strategic asset direction, developing and implementing programs addressing accessibility, including accommodation initiatives, and building school capacity to manage assets.

The Programs Branch delivers state-wide maintenance and compliance programs, including Minor Works, Emergency Maintenance, Accessible Buildings, regulatory and compliance programs, relocatable buildings, and Inclusive School programs.

About the Role

The role is located in the Inclusion Infrastructure Unit within the VSBA's Programs Branch. It delivers inclusive school environments by making reasonable adjustments to school facilities for students and staff with disabilities and providing essential unexpected maintenance repairs. These programs ensure that assets remain safe and inclusive for staff, students, and communities.

Reporting to the Manager of the Inclusion Infrastructure Unit, the Senior Project Officer will be responsible for leading and delivering a number of Infrastructure projects.  Emergency Maintenance Programs (EMP), the Accessible Buildings Program (ABP) and the Inclusive School Fund Program (ISF).

To be successful in this role, you will :

  • Plan and deliver complex infrastructure projects across the various programs.
  • Manage contractors, project budgets, scope of works and variations
  • Build positive relationships with key stakeholders and the customer
  • Develop and communicate solutions to complex issues
  • Provide advice to schools about operational programs and alternative support
  • Support the development and implementation of program policy and guidelines
  • Work with a wide stakeholder group across the state
  • Review and vet applications to the programs
  • Procure and brief consultants regarding project scope and design
  • Bring your expertise to construction procurement and contract administration

 
Capabilities

Can you demonstrate outstanding procurement of construction works, contract administration and general construction capabilities to ensure successful project delivery? You must be able to problem-solve and navigate complex issues, and proposing practical solutions is essential. Excellent customer service and communication skills are vital for managing diverse stakeholders. Additionally, effective people management and fostering team development are crucial.

Desirable Qualifications and Experience

  • Essential: Demonstrated experience in Construction and/or Facilities Management and/or Project Management and/or contract administration
  • Desirable: Relevant tertiary qualification in  Engineering, Architecture, Management, Project Management or other related field
