The Planning and Land Services Group in the Department brings together statutory planning, building policy, land, property, and heritage capability to deliver statewide services.  The Group administers statutory planning responsibilities including improvements to planning system and provisions, assessing planning scheme amendments and environmental assessments and planning permits.

The Planning and Land Services group also:

  • ensures secure and accurate registration services for property, land, and water share transactions
  • provides specialist property services including planning, acquisition and management and disposal of land and building assets and
  • manages the state's planning, building and heritage systems to shape the places and communities of Victoria.

Government Land Analytics and Mapping team

The Government Land Analytics and Mapping team within the Government Land Policy and Advice branch delivers a unique range of services providing quality information and advice about the best use of government land. We also support planning for future government land requirements in priority precincts or areas identified as a focus for future development and to support Government’s policy agenda by enabling data-driven evidence based decision-making.

About the Role

The Spatial Data Analyst plays a key role in analysing data from a range of sources and systems to support decision-making on government land. Working closely with the Senior Spatial Data Analyst to assist them to provide data and spatial solutions on government strategic investigations and projects focused on government land’s contribution towards core policy areas, including affordable housing, priority places and precincts.

The successful applicant synthesises data, information and knowledge from a range of sources, including Vicmap, Australian Bureau of Statistics (ABS) and other available spatial and aspatial datasets. The successful applicant will deliver fit-for-purpose data and visualisations to identify land utilisation opportunities, support decision-making and demonstrate DTPs values and behaviours in establishing strong, high-trust, collaborative relationships with peers and stakeholders.

Position Outcomes

The role involves analysing and developing spatial and aspatial data to support government land assessments, reports, and policy recommendations, while optimizing data processes and ensuring high-quality outputs. It also includes collaborating with stakeholders to address emerging land use issues, fostering innovative solutions, and promoting culturally safe practices that enhance inclusivity and public value.

 

Key Selection Criteria –

KNOWLEDGE AND SKILLS

  • Digital and Technological Literacy (Applied): Guides other in operating digital and technology tools relevant to area of work. Understands the impact of internal IT landscape to daily operations; Has broad understanding on implementation activities related to the introduction and ongoing maintenance of new digital and technology tools.
  • Critical Thinking and Problem Solving (Applied): Accept changed priorities without undue discomfort. Responds quickly to changes. Comfortable working in collaboration with teams outside of own organisation. 
  • Data Literacy (Applied): Considers data sources, collection and structure impacts in the delivery of data analysis. Generates descriptive statistics and relevant data visualisation leading to decisions under the guidance from subject matter experts. Ability to utilise advanced excel formulas, pivot tables and generation of data charts is required.

Qualifications and Experience

Mandatory

  • Qualifications in geospatial or related discipline.

Desirable

  • An all-rounder with at least three years' experience.
  • Experience in the use of geospatial, statistical and analytical applications and tools.
